  6. Bill Poster is not a person, I think that à Bill poster is something "bad", posters which are offense and forbidden, that's why it is written that Bill is an innocent Man, there is not a link between Bill and a bill poster.

  8. Because you're not allowed to paste posters/fliers/papers/ in this place, then it's juridically illegal. The fact is the ban is announced on a plate and the joke is the answer bellow "Bill Posters is an innocent man !" I don't know how to explain !! D:

    1. Ok, we'll say you win... for want of a better answer. It's illegal to post bills (or papers) on this wall. Therefore, bill posters (= people who post bills) will be prosecuted (= the police will come for them). But the joke is that Bill (note the capital letters, it's a name, like short for William) Posters (family name) is innocent, so he shouldn't be prosecuted...
